This is actually happening. They'll lend you money, but you can only spend it at a franchised dealer. There's no vaid economic reason to do that, as it impedes the flow and "velocity" of money in the market. It shouldn't matter where you spend money, as long as it's legitimate business. Restricting where you can spend money is entirely against the principles of free market, as doing so purposefully cuts people out of the market. Doing so seems like someone's deliberately trying to put dealers that aren't franchised out of business...
Oh wait, this is a funny comic strip, not Econ 101... sorry, I'm more than a little annoyed at the whole "$800 billion bailout" thing.
